I wonder if the osprey don't view an eagle trying to steal their fish more as a nuisance than a real threat. Sometimes it is osprey chasing osprey, but I have never seen osprey chasing eagles for a fish. They will chase them, but only as an escort out of the area, or they will buzz them if they are sitting in a tree to induce them to find another place to sit.
As fisherman, we might sit on a dock for a couple of hours and walk away complaining that there are no fish. In this particular stretch of river, there are maybe six osprey, at least as many eagles, several great blue herons, kingfishers, cormorants, and more - all eating several fish a day. Maybe the amazing thing is the fisherman who doesn't catch anything, because it can't be the supply. The river is full of fish.
