No, this heron is not standing on the bottom. It dropped down on a fish while on wing and missed the fish. You would not think of a great blue heron as a bird that had the ability to swim. Their feet are not webbed and you would think it would be very difficult to paddle with their skinny little toes. But they can do it. Just another amazing fact about these birds that I didn't know when I started watching them.
